ASSISTANT SOLICITOR GENERAL – OFFICE OF SOLICITOR GENERAL

**Position Overview**:

As an Assistant Solicitor General, you’ll play a key role in representing Arkansas in appellate litigation, shaping the future of our state’s jurisprudence. You’ll work alongside some of the brightest legal minds in the state and across the nation, tackling complex cases that matter to our citizens, our state and the nation’s future. 

**Key Responsibilities**

  1. Represent Arkansas in appellate courts, including the Arkansas Supreme Court, Federal Appellate Courts and potentially the U.S. Supreme Court. Immediate opportunity to argue in the Eighth Circuit and the Arkansas Supreme Court. 
  2. Research, draft, and present persuasive appellate briefs and oral arguments.
  3. Collaborate with the Solicitor General and other Assistant Solicitors General to determine strategic approaches to cases.
  4. Advise and consult with other Attorney General Office divisions on appellate issues, including strategic and critical litigation at the trial level.
  5. Stay updated on significant legal developments and provide insight to the Solicitor General and Attorney General Tim Griffin on potential implications for the U.S. and Arkansas.
  6. Participate in moot courts and provide feedback to colleagues preparing for oral arguments.

**Qualifications**:

  1. Juris Doctorate from an accredited law school.
  2. License to practice law in Arkansas or ability to obtain a license quickly.
  3. Proven experience in appellate litigation; clerkship experience is a plus.
  4. Elite writing, research, and oral advocacy skills.
  5. Exceptional academic record: Attendance at a top-ranked law school and experience from a federal clerkship, national law firm, or public interest is strongly favored.

ASSISTANT ATTORNEY GENERAL – STATE AGENCY DIVISION

The Office of Attorney General Tim Griffin is seeking to hire an experienced attorney to serve as an Assistant Attorney General in the State Agencies Division. 

Candidates must be licensed to practice law in Arkansas and should have significant experience with the Administrative Procedures Act and Freedom of Information Act. Knowledge of legal principles and practices relevant to administrative hearings, licensing, statutory interpretation, and agency rules is preferred. 

The attorney hired for this position will provide legal representation to the State of Arkansas’s agencies, boards, and commissions through their administrative processes and agency matters. Additional duties include providing director and agency attorneys education related to rule promulgation, Administrative Procedures Act, Freedom of Information Act, and employment law.

This position requires daily in-office presence and the ability to travel in and out of state overnight occasionally.  The applicant must be self-motivated to work collaboratively in a professional environment, exercise sound judgment, and communicate effectively. ASSISTANT ATTORNEY GENERAL – CRIMINAL DIVISION

The Office of Attorney General Tim Griffin is seeking to hire an attorney to serve as an Assistant Attorney General in the Criminal Division.  Come and be a part of a dynamic team that passionately works to see that justice is served in the final criminal review process.  This position offers research, writing, litigation, and oral advocacy opportunities.

Responsibilities include: preparation of responses to habeas corpus petitions in the United States District Courts and state courts; writing appellate briefs for the Arkansas appellate courts, and the Eighth Circuit Court of Appeals; conducting evidentiary hearings in the federal district courts and state courts; and presenting oral arguments to the Arkansas appellate courts and the Eighth Circuit Court of Appeals.  The position involves death penalty litigation.  Litigation experience and criminal law experience are preferred.  Salary will depend upon qualifications and experience. 

ASSISTANT ATTORNEY GENERAL – PUBLIC PROTECTION DIVISION

The Office of Attorney General Tim Griffin is seeking to hire an experienced attorney to serve as an Assistant Attorney General in the Public Protection Division. 

Candidates must be licensed to practice law in Arkansas and should have significant motion practice, discovery, and deposition experience. Plaintiff’s class action work, antitrust, data privacy, knowledge of legal principles and practices relevant to the Arkansas Deceptive Trade Practices Act, or other consumer protection statutes and regulations, and/or complex civil litigation experience are preferred.  Assistant Attorneys General in the Consumer Protection Division carry a significant caseload. Successful applicants must be effective managers of their time and able to prioritize and delegate tasks. 

The attorney hired for this position will provide legal representation to the State of Arkansas in matters involving deceptive business practices, data privacy, antitrust, and matters affecting the interests of consumers. Additional duties include providing consumer education to the public, working with other state agencies, drafting legislation, and engaging with businesses and industry to maintain high standards of honesty and fair business practices in the advertisement and sale of consumer goods and services.  

This position requires daily in-office presence and the ability to travel in and out of state overnight occasionally.  The applicant must be self-motivated to work collaboratively in a professional environment, exercise sound judgment, and communicate effectively.  Assistant Attorneys General work under the supervision of Senior and Deputy Attorneys General.

LEGAL ASSISTANT | PARALEGAL- CIVIL DIVISION

The Attorney General of Arkansas Tim Griffin is seeking to hire a Legal Assistant/Paralegal for the Civil Litigation Division.

The Civil Litigation Division is responsible for litigating on behalf of the State’s interests in Arkansas State Circuit Courts, Arkansas State Claims Commission, and Federal District Courts, as well as briefing appeals to the Arkansas Supreme Court and Court of Appeals, and the Eighth Circuit Court of Appeals.

Some of the duties and responsibilities as a Legal Assistant/Paralegal are meeting with attorneys, clients, and other professionals to discuss assigned cases or projects. Drafting legal documents including routine pleadings and motions, affidavits, and discovery. Researching and analyzing statutes, regulations, legal articles, judicial decisions, and other legal sources; providing a written analysis to attorneys. Interviewing clients and witnesses and preparing summaries of their statements. Prepares, organizes, stores, and retrieves case files, which may include evidence, exhibits, depositions, pleadings, and other items. Assists attorneys with trial preparation, which may include attending trials and hearings. Performs other related duties as assigned.

Candidates should have experience drafting correspondence, scheduling meetings, calendaring deadlines, maintaining files, and arranging virtual and telephonic meetings. Candidates must be able to proficiently use all basic computer programs including Microsoft Suite and Adobe Acrobat Professional. Candidates should have excellent verbal and written skills, interpersonal skills, and time management skills with a proven ability to meet deadlines. Candidates should also be familiar with the state and federal courts’ filing systems.

PARALEGAL – OFFICE OF SOLICITOR GENERAL

The Office of the Attorney General is seeking to hire a paralegal to join the Office of the Solicitor General. The Solicitor General team is responsible for the State’s litigation in the United States Supreme Court and is primarily responsible for constitutional, high-profile, and strategic litigation in the federal courts of appeal and the Arkansas Supreme Court.  The office is also involved in supervising strategic and critical litigation at the trial level and works with other solicitor general offices across the country to coordinate nationwide litigation strategy.  The opening is an ideal opportunity for a candidate interested in attending law school or otherwise wants experience with high-stakes litigation on a national stage.

Candidates should have experience drafting correspondence, scheduling meetings, maintaining files, and arranging virtual and telephonic meetings. Candidates must be able to proficiently use all basic computer programs including Microsoft Suite (Word, Excel, Outlook, Zoom) and Adobe Acrobat Professional. Candidates should also be familiar with the state and federal courts’ filing systems. Ideally, candidates would have experience formatting appellate briefs, cite-checking using Bluebook, and using Westlaw.

Candidates must be prepared to work with multiple attorneys in a fast-paced environment, demonstrate an understanding of the federal court system, and understand how appeals are handled.  The ideal candidate will have experience reviewing documents for filing, working with outside printers and vendors, and handling travel arrangements and reimbursements, and be detail oriented. 

Candidates must have at least an associate degree in Paralegal Studies or related field, but a bachelor’s degree is strongly preferred. Paralegal certification is also preferred (through NALA or NFPA).

ASSISTANT ATTORNEY GENERAL – OPINIONS & FOIA DIVISION

Join the Opinions & FOIA Division in the Office of the Arkansas Attorney General (OAG) and become a subject-matter expert in a vast array of state constitutional and statutory law and in multiple areas of federal law. This position focuses on providing comprehensive legal analyses to State officials and agencies through formal legal opinions and assisting the OAG in responding to FOIA requests.

CYBERSECURITY ANALYST – SPECIAL INVESTIGATION DIVISION

The Office of Attorney General Tim Griffin is seeking to hire a qualified applicant to serve as a Cybersecurity Analyst in the Special Investigations Division.

The Special Investigations Division (SID) protects the citizens of Arkansas by investigating various crimes including but not limited to: internet crimes against children, human trafficking, cybercrimes, public integrity, election integrity, cold case homicides and missing persons, organized retail crime, and fraud. Special Agents in SID investigate crimes, arrest suspects, and submit files for prosecution. The Cybersecurity Analyst will work along-side Special Agents while serving on an elite law enforcement team for the Attorney General. The Cybersecurity Analyst will serve in the newly created Cybersecurity Squad and report to the Supervisory Special Agent over the Cyber Crimes Unit.

The Cybersecurity Analyst: (1) provides technical support to SID networks, and monitors and protects sensitive data in the SID system; (2) conducts cybersecurity and cybercrimes trainings and presentations to Arkansas citizens, businesses, and governmental entities; (3) assists other government entities with cybersecurity issues; (4) provides Office of the Attorney General (OAG) staff with technical assistance on malware, spyware, and other intrusion investigations; (5) provides OAG staff with technical assistance related to the Personal Information Protection Act, Ark. Code Ann. §4-110-101 et seq.; (6) assists in crypto investigations; (7) conducts both open and closed source intelligence investigations; (8) performs missions critical intelligence assignments while collaborating with federal, state, and local law enforcement and intelligence agencies; (9) spearhead the growth and advancement of the Cybersecurity Squad.

All candidates must have knowledge of cybersecurity and threat analysis. Preferably, candidates will have high technical knowledge of network intrusion investigations and best practices. Candidates should have the ability to interpret and apply statutes, administrative rules and other authorities, and also the skills to apply investigation methods, techniques, and procedures to develop evidence and compile information from records and analysis. Successful candidates will have the ability to prioritize, organize, interpret, and present complex information. Candidates are also expected to have computer skills, including but not limited to, use of Microsoft Office Suite, and other programs. Candidates should also have the ability to make informative and engaging presentations to the general public on behalf of the office.

Salary Range- $65,000-$99,000

FISCAL SPECIALIST – FISCAL DIVISION

The Office of Attorney General Tim Griffin is seeking to hire an individual to serve as a Fiscal Specialist in the Fiscal Division. 

Candidates must have a bachelor’s degree with 1+ years of experience in accounting, business or related field, or an associate degree with 2+ years of experience in accounting, business or a related field.

The individual hired for this position will process and verify invoices for goods and services, as well as process TR1s in AASIS and QuickBooks.  If discrepancies are discovered, they will resolve them timely.  They will assist the Office of Attorney General staff with travel arrangements, process new vendors and maintain current vendors in AASIS and QuickBooks, and maintain electronic and physical files/records.  They will also be responsible for receiving payments and verifying for accuracy, depositing those payments into appropriate accounts and posting receipts.  This individual will order supplies, assist the Logistics Department as needed, prepare lost warrant paperwork and cancel warrants, enter Federal drawdowns in AASIS, and perform other duties as assigned by the Deputy Chief Fiscal Officer and the Chief Fiscal Officer.

This position requires daily in-office presence and the candidate must be proficient in Microsoft Office Suite (Word, Excel, Outlook, OneDrive, Teams).  Ability to maintain and reconcile financial accounts is a must, along with being proficient in using AASIS.  Advanced competency in accounting and business management software is necessary and experience with QuickBooks online accounting software is preferred.  It is essential that the applicant have strong customer service, problem solving, and analytical skills.  Excellent attention to detail, with the ability to deliver high quality and accurate work, along with excellent communication and interpersonal skills is required.  The applicant should possess a strong commitment to a team environment, with the ability to contribute expertise and follow directives.  Strong mathematical skills and knowledge of accounting principles, financial processes, and controls is crucial.  Knowledge of GAAP (Generally Accepted Accounting Principles) is a plus.  Excellent organization and time management skills with the ability to prioritize tasks and adapt to changing circumstances is paramount.  The applicant must be able to maintain confidentiality at all times.  Fiscal Specialists work under the direct supervision of the Chief Fiscal Officer.

PARALEGAL – MEDICAID DIVISION

The Office of the Attorney General is seeking to hire an experienced paralegal to join the dynamic team in the Medicaid Fraud Division. The Medicaid Fraud Division is a unique team in that it can prosecute both criminal and civil cases, including Medicaid fraud and false claims, as well as abuse, neglect, and exploitation of vulnerable persons. The ideal candidate should have a minimum of an associate degree with training in paralegal studies. All applicants must have a minimum of three years of experience as a legal assistant, legal secretary, or paralegal to be considered for the position.

All candidates should have experience drafting correspondence and discovery, maintaining electronic calendars for attorneys, and preparing documents for trail. All candidates must be able to proficiently use all basic computer programs including Microsoft Suite (Word, Excel, Outlook) and Adobe Acrobat Professional.
