In our response to the Australian Government’s Transport Sector Plan consultation, CMI highlights opportunities to leverage market-based frameworks and build on existing initiatives with complementary policies and incentives to accelerate the transport & infrastructure. Our recommendations are: 1. Create investment signals to support net zero 2050, legislate ambitious, economy-wide emissions reduction targets, supported by indicative sectoral targets and budgets 2. Leverage market-based frameworks to decarbonise challenging transport segments 3. Given dependency of transport decarbonisation on electrification, consider market-based drivers tp drive grid renewables beyond 2030 4. Take a long-term, systemic approach to policy planning that encourages avoidance and reduction behaviours such as active and public transport 5. Outline how the federal government will coordinate with states and territories to introduce distance-based road user pricing to fund infrastructure maintenance as the fuel excise revenue dwindles. We have released a short statement commending the OECD's recently-released paper, which offers clear guidelines on the effective use of carbon market frameworks to support the transition to net zero emissions. On the paper, CMI CEO John Connor noted that the paper is a particularly pertinent for Australia "given the government has acknowledged that ‘carbon crediting is necessarily a critical part of the net in net zero’ and acknowledged carbon markets as a cross cutting issue alongside sustainable finance, skills, and growing social equity through the transition."
