Is CETA under threat? by Christian Siviere July 24, 2024 On March 21, France’s upper chamber rejected the French government’s bill to approve CETA by 211 votes against versus 44 in favour. The agreement had already been narrowly accepted by France’s lower chamber in July 2019, and a vote in the upper chamber had been delayed until now. Negotiations for this FTA began in Prague, Czech Republic, in May 2009 and were concluded in October 2016 in Brussels, followed by the assent of the European Parliament in February 2017. On the Canadian side, Parliament’s Bill C-30, implementing CETA, received Royal Assent in May 2017, leading to its provisional implementation in September 2017. Full implementation requires ratification by all 27 EU countries because CETA is a “mixed agreement,” containing new types of provisions on investment falling under the shared competence of both the EU and its member states. How a Canada railroad workers’ strike could affect supply chains. Logistics managers have been making contingency plans since at least May, when the threat of disruption escalated. While no strike is imminent, it was asked, How would a rail strike in Canada affect supply chains? Every day of a strike would have the potential to ripple into further supply chain disruptions, as railroads are critical links for maritime, trucking and cross-border freight shipments, experts said. More than 900,000 metric tons of goods move daily on Canada’s railways, according to the Railway Association of Canada. A work stoppage would impact the movement of $1 billion in goods daily. Lawrence Gross, president of Gross Transportation Consulting, said Canada’s western ports would be among the first impacted by a strike as a substantial percentage of containers arriving in Vancouver and Prince Rupert move inland on railroads. A strike lasting more than a day or two would take weeks for Canada’s railroad network to recover, Gross said. Similarly, Shannon said cross-border freight shipments between the U.S. and Canada are heavily dependent on railroads, and could be quickly affected. Carriers getting choosy on what they carry – opting for lighter loads. Container lines are becoming increasingly selective about the commodities they want to carry, targeting “more for less, in size” during the peak season rush. Heavy and overweight shipments have taken a hard knockback from carriers working to push vessel loads on available space from India to Europe, amid strong booking demand, according to market sources. They noted that major liners were pushing for lightweight freight bookings and tightened their cargo weight policies to realise their stowage plans. Trade between Canada and the United States totalled $920 billion in the year ending in the first quarter of 2024, or an average of $2.5 billion in trade crossing the border every day. German Seaports Brought to Standstill by Strikes Ahead of Wage Negotiations Germany’s power labor union Ver.di called another round of “warning strikes” at the major #containerports starting on Tuesday and continuing into Wednesday ahead of the next round of wage and contract negotiations. The union openly says its objective is to pressure terminal operators represented by ZDS (Zentralverband der deutschen Seehafenbetriebe) into a deal while calling the previous offers “inadequate” to keep up with inflation and the demands of the job. #Dockworkers staged a series of #strikes during June tied to each of the three prior rounds of negotiations. Under German labor law, the union is free to call these short-duration “warning strikes” without conducting full votes of the membership each time.
