    Assisting Parents and Educators to Enhance Children's Learning through Accessible Technology and Community-driven Interventions

    In a few hours, the honourable Indian Finance Minister Nirmala Sitharaman will present this year’s Union Budget. While Budget Day offers a great opportunity for analysis and optimism, the true impact depends on the implementation of these provisions throughout the year. As someone working in the education sector, I found last year’s budget allocations for education promising, with a substantial increase in funding for school education, aligning with the ambitious goals of the National Education Policy (NEP) 2020. Key focus areas included foundational literacy and numeracy, digital learning, and teacher training—essential components for enhancing the quality and accessibility of education. However, the real challenge lay in the effective implementation of these funds, and unfortunately, a significant portion remained unspent. For instance, funds designated for the Samagra Shiksha Abhiyan, a major government program aimed at improving school education, were not utilized. This underutilization highlights the gap between budgetary promises and on-ground realities. Education is a concurrent subject, meaning both central and state governments share responsibility creating multiple challenges. In my experience with ThinkZone, I’ve encountered these difficulties firsthand while seeking approval from a sub-department of a state’s school and mass education department to collaborate on an initiative and raise funding. We were informed that their existing budget was underutilized. We received no clear guidance when we inquired about accessing these unspent funds to support our project. Despite our attempts to persuade them to either use the unspent funds or accept external funding, we faced numerous bureaucratic obstacles, leading us to eventually shift our focus to voluntary initiatives. This situation, which is common among many grassroots organizations across the country, highlights the urgent need for a quick, streamlined and transparent process for government budget utilization. What is the value of announcing budgets worth thousands of crores if we are unable to effectively spend them? Are government tenders the only ‘transparent’ method for utilizing public funds, especially in education? As our esteemed Finance Minister announces this year’s education budget, I genuinely hope that both state and central governments will focus on turning budgetary provisions into effective implementations.
