Founded in 1991, DLP Planning Limited (DLP) has long-standing experience in providing independent, wide-ranging town planning and development advice to public and private sector clients, across eight offices. DLP is highly experienced in all aspects of planning and development promotion, from site appraisals and development studies to land promotion through development plans, including examination appearances, to the preparation of planning applications and appeal of all scale The Practice also offers a range of specialist services through its specialist teams (SPRU and SDD) and also in areas such as compulsory purchase and Upper Tribunal (Lands Tribunal) advice, renewable energy (including wind, solar, bio and ‘rechargeable/battery’ developments), retail and mixed development advice, enforcement work and heritage. The specialist Strategic Planning and Research Unit (SPRU), undertakes demographic and economic assessment work – population and age assessments, housing requirement (OAN, SHLAA) and supply assessments (5 year supply assessments), economic impact and economic value assessments, and work on a range of strategic planning matters (both private and public sector). The Sustainable Development and Delivery Team (SDD), will add substantially to the DLP Planning ‘offer’, by enabling a more focussed and comprehensive service offering Master Planning/ Transportation Planning/ Travel Planning Implementation/ Flood Risk Assessment/ Sustainability Assessment, Environmental Assessment (and management) and Viability.     Planning Success!   On behalf of our client, Raybridge Studham Ltd, DLP Planning have secured planning permission for the mixed redevelopment (including the demolition of existing buildings) of a previously developed, Green belt site to deliver a mixed development of 9 residential dwellings, multi-use office space and associated landscaping, parking, vehicular access and associated infrastructure at Milebarn Farm, Hemel Hempstead Road, Dagnall.   The scheme, which was initially rejected, evolved through a comprehensive, iterative design process. The development, which makes effective use of previously developed land and reflects the footprint of the existing development, was carefully designed and master planned, based on an organic layout, in keeping with local landscape and settlement type/character.   In addition to providing mush needed housing, the development will also likely result in a similar or higher employment ratio and address the visual impact of what previously was a declining site.   The project team comprised DLP Planning, CASS, SDD, Aspect Ecology, Aspect Landscaping, Aspect Arboriculture, Groundwise Searches Ltd and Soil Environmental Services Ltd.   #PlanningPermission #Approval #Planning

    West Northants Council has launched a consultation on its Draft Local Transport Plan (LTP). The LTP sets out the vision on maintaining and improving all aspects of local transport, supporting the Council’s commitment to tackle climate change and bet Net Zero by 2045. The LTP is Vision led and based around three key themes: - Connecting People Better - Shaping Healthier Places - Mobility Enabliing Prosperity The Plan contains 16 policy areas and a programme of short, medium and long term interventions with a particular focus on the actions and approaches which are required over the next five years. The consultation runs for a period of 12 weeks and closes on Thursday 17th October 2024.     Central Bedfordshire Council has launched the first stage of its new Local Plan and is seeking to gather initial views, ideas and aspirations to help shape it.   The Council is seeking views on:   - What you think makes a great place to live. - Where new homes and jobs should be directed. - What things should be considered.   This initial consultation will run until 23rd September 2024.   The Council has set out a timeline for the production of the plan:   - Call for Sites (end of 2024 – beginning of 2025) - Issues and Options Consultation (February 2026 – April 2026) - Pre-submission consultation (September 2027 – October 2027) - Examination Period (March 2028 – August 2028) - Adoption (December 2028)   Watch this space to keep up to date with the latest regarding the progress of the New Local Plan and Call for Sites.   If you have any land interests within the Central Bedfordshire area or would like any assistance or advice on how to maximise your influence on the Local Plan, please contact our Bedford office at enquiries@dlpconsultants.co.uk or on 01234 832740.   #planning #centralbeds #localplan

    The ‘Kings Speech’ 2024 – Key Takeaways for Housing and Energy. Earlier this week King Charles III delivered his first speech under the new Labour Government, in which the priorities were set out for the Governments forthcoming legislative programme. As anticipated, Labour has put tackling the planning system and in turn the housing crises at the forefront of its bid to drive economic growth through the introduction of the ‘Planning and infrastructure Bill’. This will result in: - A streamlined delivery process for critical infrastructure, including the acceleration of upgrades to the national grid and boosting renewable energy. - Reformation of compulsory compensation rules to ensure fair compensation is paid to landowners. - The modernisation of Planning Committees. - An increase in Local Planning Authorities’ capacity to improve performance and decision making; and - To use developments to fund nature recovery where currently both are stalled. The Government intends on working with nature delivery organisations, stakeholders and the sector to determine the best way forward and will only act in legislation when it can be confirmed to Parliament that proposed steps will deliver positive environmental outcomes. There was also emphasis placed on the importance of renewable energy, as the King stated that the Great British Energy Bill will “be introduced to set up Great British Energy, a publicly owned clean power company headquartered in Scotland, which will help accelerate investment in renewable energy such as offshore wind.”   There will be more details to follow in due course, especially with the draft National Planning Policy Framework anticipated to be issued at the end of July. Until then, DLP will issue a Client Briefing Note next week, detailing more on what this may mean for the development sector moving forward.

    Milton Keynes Council has published the first draft of MK City Plan 2050. The draft Plan sets out a preferred blueprint for the city’s development until 2050, and describes the types of homes, jobs and facilities needed to meet the City’s growth and put local people’s needs first, including that no development should happen without the health facilities, shops and community facilities the city requires. This ‘Infrastructure First’ approach includes allocating space for 7 new care homes, 33 dentists, 30 new schools, approximately 4,000sqm of land for GP surgeries, health care and other facilities. The draft Plan also sets out how: - An additional 30,000 homes will be built in addition to those that are already planned for, based on a government formula. Previously undeveloped sites must have at least 40% affordable homes. - Growth in rural areas where local infrastructure could not support development is ruled out. - A new mass rapid-transit system could connect the city’s highest growth areas with the city centre through efficient, reliable and eco-friendly public transport. - The city centre would be transformed with facilities including an undergraduate university, state of the art events arena, and space for an expected 30,000 new jobs with a focus on tech. Around one in three jobs in MK is now in technology or a related business. - Bold ideas will help tackle climate change and protect green spaces.     Planning Permission Granted!   Acting on behalf of Paul Simon Magic Group we are delighted to have recently obtained planning permission for the construction of 51 residential units and 560sqm of commercial floorspace within a part two, part six, part eight and part eleven storey building, with basement at 30-36 Clarendon Road, London. The approved scheme will contribute to the continued regeneration within this part of Haringey, provide an entrance into the Heartlands, and develop much needed housing (including affordable homes), as well as providing commercial floorspace.   Great to work alongside the following specialists who contributed significantly to the project: Stockwool, XCO2, Caneparo Associates, Graphic Structures and Standerwick Land Design.
