Small emitters tool

The small emitters tool (SET) makes it possible to estimate the fuel burn and associated CO₂ emissions for an entire flight considering the characteristics of the air traffic covered by the EU emissions trading scheme (EU ETS).

The SET internal aircraft type fuel burn and emissions models are built on a statistical approach based on fuel burn samples of real life flights operations. As a consequence, although the tool might compute estimated values (fuel and CO₂) that can be different from those of ONE single flight in the real life (with its specific PAX, wind conditions, ATC delays, cost index, aircraft sub type variant…), it will anyway provide a very accurate estimated TOTAL fuel and associated CO₂ emissions for a LIST of flights, with one or more aircraft type (mixed fleet), due to the averaging principle.

These tool versions can be used by:

• aircraft operators that are "small emitters" (see definition in EC regulations related to ETS), with regard to their monitoring and reporting obligations pursuant to Article 14(3) of Directive 2003/87/EC (the EU ETS Directive) and Part 4 of Annex XIV to Decision 2007/589/EC (the monitoring and reporting guidance);
• all aircraft operators, pursuant to Part 5 of Annex XIV to Decision 2007/589/EC for the purposes of estimating the fuel consumption of particular flights covered by the EU ETS, where the data necessary to monitor the emissions of carbon dioxide are missing as a result of circumstances beyond the control of the aircraft operator and which cannot be determined by an alternative method defined in the operator’s monitoring plan (data gaps).

The SET is updated on a regular basis in order to make it as accurate as possible. Different versions of the tool are available, depending on the year the flight was operated.
