About us
The Gateway Program is the most urgent infrastructure program in the country – a comprehensive rail investment program that will improve commuter and intercity services, add needed resiliency and create new capacity for the busiest section of the Northeast Corridor (NEC). The NEC is the most heavily used passenger rail line in the country hosting more than 2,200 train movements and 800,000 passenger trips daily. The Gateway Development Commission (GDC) is a single-purpose bi-State agency with Board members representing Amtrak and the States of New York and New Jersey. GDC is the project sponsor for the Hudson Tunnel Project.

If you’ve walked the High Line this summer, then you’ve probably seen a massive construction project underway on Manhattan’s west side. This is New York’s first construction site for the Hudson Tunnel Project: a critical right-of-way preservation project known as the Hudson Yards Concrete Casing – Section 3 (HYCC-3). Once GDC and our partners at Amtrak have finished work on HYCC-3, the new rail tunnel will have its vital link to connect into New York Penn Station (NYP). Work on HYCC-3 launched in November 2023. The Acoustic Corer’s role in the Hudson River Ground Stabilization (HRGS) Project is crucial. This project, awarded to Weeks Marine, Inc., is the first heavy construction contract by the Gateway Development Commission (GDC) on the Hudson Tunnel Project (HTP). The HRGS Project aims to stabilize the riverbed in 1,200 feet of the shallow area on the Manhattan side of the Hudson River to ensure the Tunnel Boring Machine can excavate the new tunnel while protecting the riverbed from disruption. With full funding secured, workers and businesses will soon feel the economic benefits that will come with construction of the Hudson Tunnel Project. The three early work projects currently in progress are already on track to create 7,500 jobs, and the total economic impact of construction will be more than 10 times that.
