In 1995 the 74th Legislature passed state bill (SB) 60 where the first Texas concealed carry bill was signed and went into effect in September of the same year. License To Carry or LTC permits are regulated by the department of public safety and are issued on a non discretionary ( shall-issue) basis to all qualified and eligible applicants. The Defense Company provides the DPS required training course and range proficiency qualification. We also provide 7 of the NRA Firearm Training Courses.
