Conditions of Employment
If you are selected, you may be required to complete a one-year probationary period if appointed as Competitive Service or a two-year trial period if appointed as Excepted Service.
Participation in the medical monitoring program is required.
This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.
You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.
You will be required to obtain and maintain a top-secret security clearance.
Qualifications
NOTE: You must meet qualification requirements by the closing date of this announcement.
To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as managing preparedness, planning, training, and exercise activities for an emergency response program pursuant to the National Response Framework, Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), and other relevant environmental rules and regulations.

- Knowledge of environmental protection principles as they apply to response and mitigation of accidental or deliberate releases of hazardous materials.
- Knowledge of principles, concepts, practices, methods, and techniques related to emergency management, preparedness, and environmental emergency response within the scope of the National Response System.
- Ability to apply appropriate program evaluation and measurement techniques to assess the extent of compliance with environmental rules and regulations.
- Ability to lead others.
- Skill in communication sufficient to interact with officials of other federal, state, Tribal, and local agencies in both routine and highly charged response situations.
- Knowledge of the National Incident Management System (NIMS) Incident Command System (ICS) principles and doctrine.
- Ability to prepare and conduct briefings, lead meetings, develop and present training, and write reports, plans, and letters.
