This position works independently as the subject matter expert to ensure all government facility security clearance requirements are met. Provides oversight of Signalscape’s security program, including elements of physical, facility, and information security, with personnel security being the focus. This position supports diverse classified programs and government customers. This is a 100% on-site position located in Cary, NC.

Facilitate obtaining of employees’ security clearances with multiple entities to the levels required
  • Prepare/coordinate/implement security plans as required by various customers
  • Oversee alarm system vendor; respond to system alarms; take appropriate action
  • Conduct security training sessions as needed
  • Serve as customer’s primary Signalscape POC for security issues
  • Oversee security documentation requirements
  • Manage the Signalscape Insider Threat Program
  • Manage Signalscape recall rosters, emergency manning rosters, and after-hours security phone
  • Interface with Program Managers to satisfy access needs and ensure the protection of controlled unclassified information (CUI).
  • Manage Intrusion Detection and Access Control Systems in accordance with ICD, DoD, and UL 2050 standards
  • Security Manager with submission of DCSA accreditation packages
  • Manage compliance with Department of Defense (DoD) Manuals and Intelligence Community Directives (ICD) as well as program-specific requirements
  • Develop and administer security education training; conduct foreign travel briefings and debriefings; prepare and track DD254s, and maintain security documentation as required in accordance with cognizant security agency directives
  • Ensure new employees are properly vetted and in-processed in accordance with customer requirements
  • Direct the management of personnel clearances and investigations
  • Process visitor access requests in the Defense Information Security System (DISS) and other related customer systems
  • Provide employees with personnel security guidance consistent with the 13 adjudicative guidelines to assist them in managing their clearances in a Continuous Vetting environment
  • Apply physical security concepts to improve security in-depth posture
  • Manage the document inventory and control program for the management, shipping, and receiving of both classified material and controlled unclassified information
  • Direct the investigation and reporting of security incidents and deliver discipline as required
  • Assist with requests for Common Access Cards (CACs), customer network account creation, and other account or facility access needs as required
  • Review proposals and contracts to provide security-related expertise, guidance, and implementation plans in accordance with 32 CFR Part 117 (NISPOM)
  • Guide and coordinate activities requiring scheduling and participation from the local the Security team
  • Function as the COMSEC Custodian
  • Manage TEMPEST Accreditation
  • Work with security team members to provide comprehensive and consistent security practices across Traditional, Sensitive Compartmented Information and Special Access Programs to satisfy internal and external customers
  • Development and implementation of a comprehensive cybersecurity program to include risk management, developing system security plans (SSP)s and associated artifacts (e.g., POAMs, etc.), obtaining authorizations to operate (ATOs)

  • Experience And/Or Educational/Other Requirements

    Five + years previous FSO experience
  • Experience with government security standards
  • Current TS security clearance required
  • Ability to obtain U. S. Government security clearance at a TS/SCI with FS Poly
  • Knowledge of DoD Manuals 5105.21 volumes 1-3, 5200.01 volumes 1-4, 5205.07 volumes 1-3, and ICD 705
  • Knowledge of National Industrial Security Program Operating Manual (NISPOM), Joint Special Access Program Implementation Guide (JSIG), Intelligence Community Directive (ICD) 703, the Risk Management Framework (RMF) process, and associated National Institute of Standards and Technology (NIST) publications
  • Strong written and verbal communication skills
  • Experience interfacing with DCSA and other government representatives
