SUMMARY: Responsible for coordinating all security and emergency preparedness and response activities for the Columbus Water Works. Develops policies and procedures that provide for reliable detection and response to both manmade and All-Hazards threats and is responsible for ensuring compliance with the American Water Infrastructure Act and EPA Risk Management Plan. Serves as facilitator for the Chemical Emergency Response Team. Develops and provides training to employees on security programs and emergency response elements. Responsible for regularly updating security and emergency response related plans. Coordinates with local law enforcement, emergency response, public health, and other agencies and utilities within the region. Performs administration functions for the software used for access control, camera surveillance system and Vulnerability Assessment Tool (VSAT). Works under the direct guidance of the Senior Vice President, Information, Security, Environmental and Meter Services.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • This is a highly skilled and sensitive security position which requires a significant amount of expertise and experience in the area of corporate security, emergency preparedness and emergency response.
  • The Security and Emergency Preparedness Manager applies these skills to identify and analyze threats to the utility facilities and employees.
  • Must exercise considerable judgment in the interpretation and development of company rules and regulations as they apply to security and emergency response issues.
  • Acts as the liaison between CWW and first responder agencies in the area identifying their capabilities to support and respond to CWW needs.
  • Coordinates with adjacent utilities on security issues including mutual aid support, communication protocols, and coordination of multi-jurisdictional resources.
  • Works to promote a culture of security awareness among all CWW employees by developing and providing training on matters of security awareness.
  • Coordinates and/or provides training activities for the National Incident Management System, Hazardous Materials Emergency Response and similar type emergency training needs.
  • Develops, updates, and implements the elements of the CWW security and emergency response plans such as the CWW Vulnerability Assessment Plan and Emergency Response Plan as required by the American Water Infrastructure Act. Responsible for coordinating and ensuring compliance with the EPA required Risk Management Plan.
  • Develops policies and procedures that provide reliable detection and response to manmade and natural threats.
  • Organizes full scale and table-top exercises which test CWW and community response procedures and capabilities.
  • Maintains an incident reporting system to track all incidents and investigates critical incidents for cause and remedy.
  • Uses the VSAT software tool along with input from management to analyze and update the vulnerability risk level of all CWW assets and identify countermeasures to reduce the risk to within acceptable levels.
  • Serves as the administrator for the access control system, the camera surveillance system and the VSAT Vulnerability Assessment Tool.
  • Ensures that the CWW Security and Emergency Response Programs comply with regulatory standards including EPA, Georgia EPD and DHS.
  • Leads and participates in the identification of physical security equipment needed, plans and participates in the preparation of specifications for physical security and inspects security improvement equipment installation projects.
  • Performs internal investigations, inquiries, root-causes analysis, and incidents investigations involving employees, resources, or equipment loss/theft within the organization.
  • Ensures that CWW maintains adequate employee certifications in the areas of Incident Command System (ICS) and National Incident Management System (NIMS); Serves as the point of contact for the Government Emergency
  • Telecommunications Service (GETS); Monitors the effectiveness and performance of contract security guards and works with the contracted security firm to correct deficiencies.
  • Performs access control badge management and program administration pertaining to employee authorization privilege level programming. Writes security related proposals and reports and participates in budget administration and control for security related cost centers.
  • Monitors public and weather events and provides notice to employees as per the CWW Emergency Events Closing Protocol.
  • Serves as point of contact for the Agility Recovery Emergency response service. Serves as coordinator of Fort Moore physical security inspections.
  • Serves as point of contact for GAWARN.
  • Serves as Georgia Alabama Partnership for Sustainability (GAPS) coordinator for Fort Moore.
  • Maintains a high level of current proficiency in security administration issues by reading and attending related classes and seminars.
  • Participates in various professional organizations related to the water industry such as the American Water Works Association; Performs other related duties as assigned; Job performance evaluation is provided by the Senior Vice President, Information, Security, Environmental and Meter Services.

SUPERVISORY RESPONSIBILITIES: None. Work is performed under limited supervision. Incumbent must be able to exercise independent judgment and initiative in making decisions.

Qualification Requirements

Good knowledge of the principals and practices of law enforcement and public safety; Thorough knowledge of federal and State laws and City ordinances; Knowledge of security system technologies; Knowledge of complex security operations, policies, procedures, and protocols; Knowledge and experience with conducting table top and full scale security and emergency response exercises; Knowledge and experience with risk management tools and methods such as VSAT and RAM-W; Ability to train others in the concepts of emergency response and security procedures; Ability to develop procedures related to security and emergency response; Ability to research and explain to others security and emergency response regulations required by local ordinance, the Environmental Protection Division or the Department of Homeland Security; Knowledge of the critical infrastructure sectors defined by the DHS, with special emphasis given to the water sector; Knowledge of the concepts of the Incident Command System (ICS) and the National Incident Management System (NIMS); Ability to act as a managerial advisor on professional and technical issues with a view toward reaching strategic decisions; Ability to use innovative skills to modify and adapt, or develop new work procedures and practices; Ability to manage/implement security and emergency response projects and contribute to concept development; Ability to communicate clearly and effectively both orally and in writing and to facilitate productive discussions and information sharing; Ability to establish and maintain effective working relationships and coordinate security programs with outside agencies, emergency responders, law enforcement, coworkers and City management; Ability to communicate effectively through various means of correspondence including email and personal data devices; Must demonstrate a team work ethic.

Education And/Or Experience

Bachelor’s degree in law enforcement, industrial security, criminal justice, or related field and/or graduation from a specialized law enforcement training program required; A minimum of five years experience in law enforcement, and/or industrial, utility, or corporate security required; Knowledge of emergency preparedness preferred. A combination of experience, training, and education which provides the acceptable knowledge, skills, and abilities may satisfy any of these requirements required. A valid driver’s license. Must be able obtain Ft. Moore Access required.

Language Skills

Ability to write reports, effectively present information and respond to questions from managers, customers or the general public. Must possess good customer service skills and oral and written communication skills.

Certificates, Licenses, Registrations

FEMA certifications in the National Incident Command System (NIMS) preferred. ASIS certification as a Certified Protection Professional (CPP) preferred. Valid Driver’s License and good driving record.
