My intervention at the II World Summit of Committees of the Future, in a panel titled ”The role of anticipatory governance in strengthening democracy in the context of evolving artificial intelligence”. What is in the core of democracy? I would say: TRUST. Trust is what hold societies together, lack thereof is what break societies. Trust has also considerable economic value, though often overlooked and difficult to calculate. The successful Scandinavian countries are what I call trust economies. Trust also underpins individual happiness and our idea of a good life. AI challenges trust in manifold ways. Can you trust the content, the media, what you read, hear and see ”with your own eyes”? AI has the inherent capacity of eroding, even destroying trust. Deepfakes and disinfromation will disrepute, even humiliate us politicians in many ways. This will discourage many from participating. Already now many women, particularly young women, do not want to expose themselves to social media bullying, digital violence. Consequently, only the toughest and most aggressive will survive and even thrive in this political environment. This will polarise societies even further. At the same time, reality is not something that everyone or even a significant majorty can agree upon. And if we live in disparate realities, we also disagree about the future at a moment where we need common ground more than ever. And the task of us parlamentarians is to coördinate futures, competing visions of the future. We have to do anything we can to restore trust, and more: use these tools to enhance trust, increase trust. This brings us to my second point here: we need to coordinate the priorities of artificial general intelligence - at global level Some may remember my indignation yesterday, when an OECD report on the so called Hiroshima process showed the result of the questionnaire given to G7, the seven most powerful countries. Of pre-chosen alternatives on what are the most promising uses of artificial intelligence, all seven chose increase in ”productivity” and ”innovation and entrepeneurship”. One pre-selected alternative was ”to eradicate poverty and hunger” – and none of the seven countries was interested. Zero. We cannot leave the hyper-exponential progress of AI to multinational companies and to the richest nations who want to solve, literally, first world problems. The global community needs to promote AI uses in fields that are beneficial to societies. This is our most important negotiation of the future. And this negotiation will: - first, help use AI tools for good, for more equitable societies and a more equitable world, indeed to ”eradicate poverty”, and to prevent the climate disaster. - secondly, give democracies a meaningful task in todays world, even a mission for us parlamentarians. And perhaps incentivise voters to choose not the loudest candidates but responsible decision-makers such as us all in this room. Thank you.
