These communities have faced systemic disadvantages, including higher arrest and incarceration rates for marijuana-related offenses, which can create barriers to entering the legal marijuana market. Licensing and regulatory requirements for entering the legal marijuana industry can be complex, costly, and vary from state to state. These requirements often include background checks, substantial financial investments, and other criteria that may disproportionately affect minority entrepreneurs who may lack access to capital and resources. Minority entrepreneurs often face challenges accessing the capital needed to start and operate a marijuana business. Kansas City, Missouri will use $458,000 from a 3% municipal marijuana tax to support a violence prevention program called Aim4Peace "The Movement to Stop the Shooting". The tax was approved by voters in April, and the city expects to generate around $3 million annually from legal cannabis sales. Residents and officials are supportive of using these funds for violence prevention, with Mayor Quinton Lucas celebrating the move with the hashtag "#PotForPeace." Missouri already legalized cannabis in 2022, and the state's legal industry has had some challenges, including issues with product testing and recalls. President Joe Biden has recently clarified that his marijuana pardons don't automatically expunge the records of those pardoned, despite prior claims suggesting otherwise. His pardons are part of a broader attempt to mitigate racial disparities within our justice system, and specifically the harm caused by criminalizing marijuana. While the pardons remove barriers to employment, education, and housing, those pardoned must still seek certificates from the Justice Department's pardon attorney office for tangible benefits. Biden's administration is making strides towards overhauling marijuana laws, including a proposed shift for cannabis from Schedule I to Schedule III of the Controlled Substances Act.
