I think for any logical person to believe that 1000 responses to a survey in a city with 1.5 million residents means "the residents of SA have spoken" is looking at things through some pretty big rose colored glasses. I would like to know how many people living in poverty and are food insecure knew about this survey. Note that the population of Bexar County is over 2 million people. The percentage of people in Bexar County affected by food insecurity is 14% or 280,000. Did they speak?
