#SudanCrisis: despite strides made towards strengthening two-way communication in the regional response, critical gaps remain. The Humanitarian Response Plan and Regional Refugee Response Plan – currently being designed for 2024 – must address these gaps. Time, priority and resources must be allocated to communication and engagement approaches that include integrated activities in sectoral interventions and those led by local and diaspora humanitarian action. ICYMI: It is generally accepted that pooled funds are a positive vehicle for localisation. INGOs are more critical towards pooled funds compared to national NGOs but there is agreement by all NGO recipients to advocate for multiyear funding pooled funds. "In #Ukraine, we have taken the standard tools used globally and we have contextualised them to the Ukraine context and the context of the national actors who are working here... This has enabled us to onboard and work in partnership with many more national NGOs. There is a piece of work which needs to be done at the local and global level for international actors to re-tool and conceptualise their tools to the context of national actors" - David White Read more reflections from this session here: https://lnkd.in/e6Ybk3jZ

Providing sufficient indirect costs for local and national partners is paramount to effective humanitarian response, and commitments have been made to support this by Grand Bargain signatories, UN Agencies and INGOs. We have been working with UNICEF and Oxfam to inform official IASC guidance on providing overheads, as well as current donor approaches and ways forward. In the past year it is encouraging to see some developments to meet these commitments. Our new mapping shows that since 2022, 6 international organisations have developed new internal policies ensuring local NGOs have access to overhead funding and 10 more are in the process of developing policies. The emphasis must now be on ensuring these policies are consistently rolled out, and that the true indirect costs of local and national actors are adequately met. Visit our website to explore the most up-to-date information on how indirect costs are being provided to local and national partners: https://lnkd.in/eBsbVe7q And if your organisation has updated their policy or is in the process of doing so, please get in touch by emailing Fran.Girling@devinit.org.
