Is age an issue when applying for a job at WHO?
WHO opened a call for a Unit Head, Prequalification a job that will impact the health of millions of patients, as it belongs in a unit that assures the quality, safety and efficacy of health products and active pharmaceutical ingredients (API) to be available for procurement through, or with funds from, the UN system or global procurement agencies.
As mentioned in the call, the assessment will focus on the candidates’ highest standards of efficiency, competence, and integrity. However, it is interesting to note that for this call in the section ADDITIONAL INFORMATION, there is a bullet point that reads: “The statutory retirement age for staff appointments is 65 years. For external applicants, only those who are expected to complete the term of appointment will normally be considered”.
Probably this is driven by an administrative statutory requirement. By not explicitly indicating what is in this context “normal”, WHO sends a strong message that persons over 65 or those that will reach the age of 65 during the term of the appointment will most likely not be considered. In a way this suggests that age takes precedence over “efficiency, competence, and integrity” of the candidates. Furthermore, another paragraph in this section states: “The WHO is committed to creating a diverse and inclusive environment of mutual respect. The WHO recruits and employs staff regardless of disability status, sex, gender identity, sexual orientation, language, race, marital status, religious, cultural, ethnic and socio-economic backgrounds, or any other personal characteristics' . Specific omission of “age'' in this paragraph leaves one wondering where does WHO stand on age discrimination.
Today, when promotion of a longer, good quality life is a public health priority at WHO, it is contradictory that WHO excludes persons whose physical and mental conditions in no way would impede them to serve in a given WHO function, despite their age. And this seems to be particularly true when trying to fill such a senior position that requires substantial technical knowledge and experience..
