Fossil fuel phase-out deadlines are not yet clear A climate deal draft at the COP28 UAE summit omits the "phase out" of fossil fuels that many nations have demanded. Instead, it proposes eight options to cut emissions, including reducing the consumption and production of fossil fuels and scaling up technologies to capture CO2 emissions. A coalition of over 100 countries, including big oil and gas producers, wanted an agreement that included language to phase out fossil fuels. The world’s two biggest polluters have made a positive “gesture” to co-operate on climate change, with the US and China agreeing to accelerate the rollout of renewable energy to displace their heavy reliance on fossil fuels. The joint statement on climate diplomacy between Washington and Beijing came shortly before Joe Biden and Xi Jinping were due to meet in San Francisco as part of an effort to stabilise US-China relations. It was taken as a sign of progress in global climate policy ahead of the UN COP28 climate summit in Dubai in two weeks, despite the absence of any reference to the looming issue of the phaseout of fossil fuels.

Late last year I was asked to contribute to Climate Transparency's 'G20 Acceleration Call - Time is running out for oil and gas' by providing country recommendations for Canada to accelerate the net-zero transition. G20 countries dominate the global production and consumption of oil & gas highlighting their responsibility for a just and equitable transition. There are three key steps highlighted to accelerate climate action within the G20 countries: Higher AMBITION of national climate targets, stronger IMPLEMENTATION to deliver on existing plans, and deeper COOPERATION to use the G20's collective political, technological, and financial power. Each COP is an incremental progression towards no easy tasks: getting all countries to work together on climate resilience: mitigation, adaptation, finance.... and of course the tools to implement what is agreed. Not to mention that the significant action needs to be taken before 2030 the "decade of action". #Cop28 presidency is starting already to show some of the alignments that we are going to see announced soon.
