NSS represent a paradigm shift from centralized sewered systems. In terms of their ability to provide access to sanitation services for all residents of a city, at a price that the town authorities and households can afford, and without relying on water resources for conveyance of septage and sludge (that is a big plus in the current time of climate change induced water stress and for many African and Asian country/city contexts). The focus so far has been on understanding the sanitation service value chain, as a useful systems approach towards implementing NSS systems. With more than half a decade of experience in implementing NSS in several countries around the world – we are in a position now to bring together lessons from NSS in India and Bangaldesh. To understand how NSS was implemented in terms of policy and programs, what works, where and why. Target Audience The Knowledge Café for Practitioners is designed as a Training of Trainers Workshop on NSS. For middle and senior level professionals, policy makers, academia and NGOs. I’m thrilled to have completed a training on the “Regulation in the water and sanitation sector based on the WASHREG approach” prepared by #CapNetUNDP and #SIWI Stockholm International Water Institute. This online course is important for all practitioners and decision makers in the water sector because it helps them better understand the process of undertaking a multi-stakeholder diagnosis, the identification of the national regulation gaps and challenges and the implementation of the appropriate Action Plan in the six regulatory areas of water and sanitation which are: Service Quality, Tariff setting, Consumer protection, Competition, Environment and Public health. The course showed many experiences in the world to ensure that WASHREG methodology is suitable for issuing, amending or updating WASH sector regulations, and is particularly useful and beneficial in cases where there is no regulatory body, where its mandates are not fulfilled, where there are gaps or there is a duplication of functions in government agencies, or where there is no coordination between regulatory institutions at a geographic level or between different subsectors, making it possible to begin a reform process for adequate regulation of the WASH sector.
