Garland Water Utilities recently hosted the November Texas Association of Clean Water Agencies (TACWA). TACWA is a professional organization that represents and advocates for the interests of major wastewater utilities in Texas. It provides education, training, networking, and policy development for its members and the public. At the meeting, City of Garland employees Cynthia Baughman presented on our innovative leak detection program and Mamun Yusuf presented on UV disinfection at Duck Creek Wastewater Treatment Plant. During the meeting, the Managing Director of Water and Wastewater Utilities proudly accepted the role of Vice President of TACWA. It seems more and more certain that tomorrow (April 10) is the day that the USEPA will issue its final Drinking Water Standards for six PFAS. Even after the rule is issued, key questions will remain, including: what does this mean for my utility, what can drinking water utilities learn from those who have been through the process of treating for #PFAS, and how can the industry cost-effectively comply with the new regulations given the limited funds available? Today we wrapped up Year 1 of MDNR's #pfas Stakeholder Workgroups. While there are still many unknowns concerning methods and future EPA actions, the workgroups have made significant progress over the past 12 months. Here are a few things to watch for next year: 1) Special condition language will be added to NPDES at renewal to require for industrial user and non-domestic source evaluations, 2) Enhanced efforts to secure funding for utility monitoring activities, 3) Sampling guidance for public drinking water systems, and 4) A Missouri PFAS Roadmap to guide future scientific and policy efforts in the state. This week the EPA issued new, significantly lower, regional screening levels (RSLs) for PFOA and PFOS in tap water and soil that are based on new reference dose and slope factor values from the Office of Water. These values are used in the Superfund program to evaluate sampling data and help determine whether further investigation is needed. They are also sometimes used by State agencies for screening when no State cleanup criteria exist. As an example of how much lower the new RSLs are, the new carcinogenic risk PFOA RSL for ingestion of residential drinking water is 0.0027 parts per trillion (ppt) - the previous RSL was 60 ppt. And the new RSLs now also include a dermal exposure RSL for PFOA in addition to the ingestion RSL. The new RSLs should not be entirely unexpected and are likely to lead to increased PFAS response and enforcement activity under Superfund and other programs. #PFAS #PFOS #PFOA https://lnkd.in/e7B2jwjB
