UNCTAD (United Nations Conference on Trade and Development), a permanent intergovernmental body established by the United Nations General Assembly in 1964, published its "Technology and Innovation Report 2023" (https://unctad.org/tir2023). It is good to see that, according to the frontier technologies readiness index (a ranking of 166 countries' readiness to use frontier technologies), Singapore is ranked 3rd (it was 5th in 2021) only after the United States (1st) and Sweden (2nd).

Aviation worldwide standards and best practices developed by ICAO Standards And Recommended Practices (SARPs) are technical specifications adopted by the Council of ICAO in accordance with Article 38 of the Convention on International Civil Aviation in order to achieve "The highest practicable degree of uniformity in regulations, standards, procedures and organization in relation to aircraft, personnel, airways and auxiliary services in all matters in which such uniformity will facilitate and improve air navigation". Here are some examples of worldwide standards and best practices developed by ICAO: - Personnel licensing - Standards for pilot licenses, medical certification requirements, etc. - Aeronautical information services - Global specifications for notices to airmen (NOTAM), aeronautical charts and publications. - Air traffic services - Rules and procedures for air traffic control communications, separation minima, airspace classification. - Aerodromes and ground aids - Regulations for airport firefighting capability, runway safety areas, lighting systems, signs and markings. - Flight operations - Standards for instruments and equipment, performance-based navigation, altitudes for visa requirements. - Accident investigation - Protocols for preserving accident/incident sites and cooperation between investigation authorities. - Aviation security - Measures for passenger screening, prohibited items, checkpoint design, baggage handling. - Facilitation - Regulations for travel documents like passports, visas and health requirements to expedite border crossing. - Environmental protection - Aircraft noise and local air quality standards, metrics for carbon emissions reporting. - Dangerous goods transport - Uniform classification of hazardous materials and special instructions for air cargo shipments. Dear Dr Josef Doppelbauer, since European Union Agency for Railways is directly involved in #Tembi_disaster, given that it issued the Safety Certificate of Hellenic Train S.A. , is it acceptable that Mr. Bart Accou is currently cooperating with the so called Aviation & Railway Accident & Incident Investigation Organization on the so called investigation which had been initiated one year after the accident? Do you consider that this is in line with the critical prerequisite of investigation committee's independence? If the scope is to secure an exhaustive (starting from field staff up to European Union Agency for Railways management), independent and effective investigation I would suggest deploying a really COMPETENT & INDEPENDENT entity like Dutch Safety Board Onderzoeksraad voor Veiligheid
