South Africa's International Trade Administration Commission is introducing a 10% tariff on crystalline silicon photovoltaic imports to protect local manufacturers, attract investments, localise production, and create jobs. The South African Photovoltaic Industry Association (SAPVIA) expressed surprise at the tariff's imposition without formal engagement and plans to seek clarity on the rebate mechanism. The Minister of Trade, Industry and Competition (the "Trade Minister") has released Government Notice No. 50929 in Government Gazette No. 701 dated 12 July 2022, which introduces the Policy Implementation Actions on Measures to Restrict and Regulate Trade in Ferrous and Non-Ferrous Metals Waste, Scrap, and Semi-Finished Ferrous and Non-Ferrous Metal Products to Limit Damage to Infrastructure and the Economy (the "Policy").
